Getting the Hard Ones Right
Most NHS capital programmes that get into trouble do so for one of three reasons. The strategic thinking at the front end wasn’t right – to borrow a phrase from Professor Bent Flyvbjerg and Dan Gardner – think slow, act fast. The programme wasn’t properly set up before it gathered pace. Or the experience to see it through wasn’t there. Usually it’s just one. But one is enough.
Percipio Consulting exists to get all three right. It works with NHS trusts and their boards when the stakes are too high to get it wrong.
Nearly 40 Years at the Sharp End
Director Duane Passman founded the company in 2022. The experience behind it goes back nearly 40 years, across every stage of NHS capital delivery. His programmes include the multi-phase 3Ts redevelopment of the Royal Sussex County Hospital in Brighton and West Hertfordshire’s redevelopments across three sites. Earlier work spans the operational commissioning of the South Wing at St Thomas’, the initial brief for the Chelsea & Westminster Hospital in London, Queen’s Hospital in East London (a 939-bed hospital on a brownfield site), North Middlesex redevelopment in North London, Jubilee Wing at Leeds General Infirmary and the redevelopment of Chapel Allerton Hospital also in Leeds.
His current project is a complex estates rationalisation project for a mental health and community Trust which involves a new-build, decarbonisation of a large hospital site and land disposals.
“I’ve worked on projects which people said couldn’t be done,” he says. “They’re done now.”
Proof in Practice
At South East Coast Ambulance Service, earlier attempts to bring the 999 and 111 contact centres and headquarters together in Crawley had stalled. Duane led the programme that delivered it in six months, through the peak winter period, on time and on budget. There was no disruption to service. The project has been nominated for two awards at the national Healthcare Estates Awards 2026.
Judgement, Not Headcount
Clients work with Duane himself. No junior team, no associates. The work covers business cases, governance, procurement and commissioning. But what clients most often call on is his judgement: critical-friend reviews, turning round programmes in difficulty, and Board-level advice.
Government trusts that judgement too. Duane has been a Gateway reviewer since 2003 on high-risk projects and led Gateway Review Teams since 2015. He is a graduate of the Major Projects Leadership Academy at Oxford’s Saïd Business School, an accredited Business Case Practitioner and a Fellow of the Institute of Healthcare Engineering and Estate Management.
His work has been recognised academically too. He has been a Visiting Professor at London South Bank University and the University of Salford and has lectured at Bath, Imperial and University College Universities on the work he has undertaken.
Percipio means to fully grasp. Not theoretical knowledge, but the kind that only comes from having been there.
For its contribution to healthcare planning and capital programme development, Percipio Consulting Ltd is recognised as Leading Healthcare Infrastructure Planning Consultancy – UK 2026.
